Introduction

The Niagara Peninsula Conservation Authority (NPCA) is seeking information from qualified firms or individuals with expertise in campground performance analysis, business strategy development, and market research. The purpose of this Request for Information (RFI) is to gather input on the scope of work, methodologies, and capabilities available in preparation for a future Request for Proposal (RFP).

The RFI will help NPCA refine its deliverables and ensure the final RFP aligns with industry best practices and addresses the needs of its two large Conservation Area Campgrounds.

Scope of Request

We are seeking information related to the following deliverables:

 

1. Performance Analysis

Financial Review

How do you conduct a comprehensive analysis of revenue, expenses, and net profitability?

What methods are used to evaluate revenue streams and identify top-performing and underperforming sources?

Occupancy and Customer Insights

What tools or approaches do you use to assess historical and seasonal occupancy rates?

How do you conduct demographic analyses of visitors and gather customer insights?

Describe your experience in analyzing customer satisfaction metrics.

 

 

Market Position Assessment

What strategies do you use to perform a comparative analysis with regional competitors?

How do you identify market trends affecting camping and outdoor recreation?

SWOT Analysis

Provide examples of your experience conducting a SWOT analysis for similar projects.

 

2. Business Strategy Development

Strategic Vision and Goals

How do you define and align short-term and long-term objectives for growth, sustainability, and customer satisfaction?

Revenue Growth Opportunities

Describe your approach to identifying and evaluating new revenue streams.

Provide examples of strategies you’ve implemented to increase occupancy during off-peak periods.

Cost Optimization

What methods do you recommend for cost control without compromising quality or guest experience?

Market Positioning

How do you develop branding and eco-friendly strategies to differentiate campgrounds?

 

3. Fee Recommendations

Comprehensive Pricing Strategy

How do you assess current fee structures and compare them to market standards?

Share examples of implementing tiered pricing models.

Transparency in Fees

What processes or tools ensure fee transparency for customers?

 

 

 

 

4. Review of Best Practices

NPCA is seeking additional information from consultants who can provide:

Risk Analysis of Eliminating Seasonal Campers' Right to Retain the Same Site Year After Year

A detailed evaluation of the potential risks and implications associated with transitioning from a system where seasonal campers retain the same site annually to an open allocation model.

Identification of customer retention risks, including possible resistance or backlash from existing campers.

Financial impact analysis, such as changes in seasonal occupancy rates and revenue stability.

Operational challenges, such as increased administrative burden for reassigning sites annually.

Long-term effects on the campground's reputation and market position.

Options and Ramifications

Provide various options for transitioning seasonal campsite policies, including phased approaches, hybrid models, or complete elimination.

Analyze the advantages and disadvantages of each option, focusing on impacts to camper satisfaction, operational processes, and revenue predictability.

Recommendations for mitigating negative impacts and enhancing the appeal of transient camping options.

Comparative Practices

Examples of how other campgrounds have implemented or managed similar changes to seasonal site policies.

Lessons learned and best practices to minimize disruption and optimize outcomes.

5. Report and Presentation

Deliverable Format

What formats and tools do you use to present findings and recommendations in detailed reports and executive summaries?

How do you tailor professional presentations for stakeholders?
