Purpose of this Advance Procurement Notice

This advance procurement notice is not a bid solicitation. The Niagara Peninsula Conservation Authority (NPCA) will be required qualified & experienced excavating contractor(s) for the provision of building various size Wetlands and related services as required at a variety of sites within the Niagara Watershed.

In late June or early July of 2023, the NPCA intends to issue by invitation, Request for Quotation(s) for each project. The purpose of this Advance Procurement Notification is to notify interest parties to provide their contact information, qualifications, experience, insurance, and WSIB Certificate for these services. 

Through the process described in this Advance Procurement Notification, the NPCA anticipates identifying respondents to be invited to participate in the next phase of the competitive selection process, the Request for Quotation (the “RFQ”) phase for each project.

While the NPCA is not required to provide this Advance Procurement Notice, the NPCA believes this information will enhance transparency in the NPCA’s procurement of these Services, foster full and open competition, and provide potential contractors with an opportunity to prepare to submit a statement of capabilities to meet the specified requirements.

Description of the Restoration Program

The NPCA is taking action to restore and improve water quality, wildlife habitat, and forest cover across the NPCA watershed. In 2019, the NPCA launched a revitalized restoration program with the vision of:

‘Fostering collaboration among partners in the watershed to protect and restore water quality and diverse habitats by completing projects that meet the long-term mandate of the NPCA.’

The Niagara Peninsula watershed is highly degraded in contrast to what conservation literature suggests is required for a healthy and sustainable watershed. NPCA water quality monitoring results reflect this indicating that most of the surface waters in the Niagara Peninsula watershed are either poor or impaired.

Each project Value is unknown.

Purpose: Wetland projects are designed to improve local water quality, habitat, and floodplain capacity.
